The uncontrolled sprawl of informal housing in Bosa, one of the southern districts of Bogotá, in addition to the poor presence and weakness of the State, has resulted in an immense amount of the most-needy inhabitants being deprived from sports, cultural, and leisure infrastructure. A decayed, semi-abandoned industrial sector in one of the most strategic intersections of the city served as the site to implement this metropolitan-scale complex. The project is also meant to function as a bridge between the two lines of Transmilenio, Bogota’s mass-transportation system.
 
The environmental and urban relations of the building with its context shape the complex. The architectural response to the busy metropolitan avenues is to have closed façades, and tree barriers in order to block some of the noise and pollution coming from these flanks. A transition between the neighborhood and the complex is established through a park, where the activities being held in the building can be seen through open, translucent façades helping to promote its use. The location of the program is determined by its relation with the sun and its illumination needs. To prevent sun interferences, sports activities are located in a north-south axis. Educational spaces are illuminated indirectly through patios and openings towards the north and south; the library’s formal proposal is the result of a series of planes arranged perpendicularly to the path of the sun to prevent direct exposure.
